If you start the Heli Hell air race at LV airport and fly the Hunter to CJs position, you will be able to park the helicopter at the hangar. Street races can be used to earn bronze or buy the airstrip. You can also buy an air strip to earn the credit towards flying a helicopter.
If you do not use the cheat you will have to go to flight school to earn gold. At either military base you are able to use the cheat provided to spawn the Hunter Helicopter.
The only way to get to this helicopter called the Police Maverick is to spawn a jet pack at the bottom of the building and fly to the top. The helicopter at police headquarters is on the roof. There are a couple of different options in the game: At Police Headquarters, LV Military Base or SF Navy Base. Before you can use this cheat code you must first find a helicopter to spawn.
